    There has now been almost two decades of natural resource management by signatory states under the Murray-Darling Basin Agreement Despite significant public expense, the success of initiatives to improve the Basin’s environmental remains ambiguous. This confusion is partly due to poorly distinguished investment outcomes, a blurring of the transparency of public spending and a lack of accountability of decision makers. The aim of this study is to demonstrate that significant environmental improvements could have been achieved at a much lower cost if decisive action been taken early.     A Case From Australia's War Crimes Trials: Lieutenant-General Nishimura, 1950

    In the aftermath of World War II, Australia undertook domestic trials of suspected Japanese war criminals between 1945 and 1951. This article focuses on Australia’s war crimes trial of Lieutenant-General Nishimura as held at the Los Negros court in mid-June 1950, and the subsequent petitioning period and confirmation process. The Australian war crimes courts were military courts vested with broad discretionary powers that facilitated the expeditious trials of accused. The procedure of war crimes courts differed from that of field general courts-martial in two main areas: admissible evidence and sentencing range — and this article highlights concomitant problems arising during the trial and subsequent case on review. This article examines the prosecution of the case entirely on documentary evidence; the impact of low admissibility thresholds for evidence; issues regarding the voluntariness and reliability of witness evidence; and the option of capital punishment in the Nishimura trial

    Instead of Silence: Chinese Nicaraguans and the Formation of Identity across Two Cultures

    This project studies the ways in which Chinese Nicaraguans have developed their identity while living in a country that is not their motherland. It investigates the divided history and experiences between the Chinese Nicaraguans that lived in the Atlantic coast and those that lived in the Pacific side. Also, it researches how the experiences of Taiwanese immigrants differed from those of the Chinese Nicaraguans who came from mainland China. By examining interviews done with Chinese Nicaraguans today, the essay will compile the long and unknown history of the Chinese Nicaraguans, as well as their many experiences of belonging and displacement in their chosen country. The project is interested in how the Chinese Nicaraguans maintain a connection to their homeland, and it will try to portray the history and the experiences of the Chinese Nicaraguans in the context of diasporic studies. Finally, the essay will try to use Grounded Theory to identify the unique aspects that make up the Chinese Nicaraguan identity. Este proyecto estudia la manera en que los chinos nicaragĂŒenses han desarrollado su identidad mientras viven en un paĂ­s que no es su patria. Se investiga la historia y experiencias divididas entre los chinos nicaragĂŒenses que vivĂ­an en la costa atlĂĄntica y los que vivĂ­an en el lado pacifico. TambiĂ©n, se investiga cĂłmo las experiencias de los inmigrantes taiwaneses diferĂ­an de las de chinos nicaragĂŒenses que vinieron de China continental. Por hacer entrevistas a chinos nicaragĂŒenses hoy en dĂ­a, se compila la historia larga y desconocida de los chinos nicaragĂŒenses, asĂ­ como sus muchas experiencias de pertenencia y desplazamiento en una cultura elegida.     Heavy Meson Hyperfine Splittings: A Puzzle for Heavy Quark Chiral Perturbation Theory

    We show that there is a large discrepancy between the expected light flavor dependence of the heavy pseudoscalar--vector mass splittings and the measured values. We demonstrate that the one--loop calculation is unreliable. Moreover, agreement with experiment requires the leading dependence on SU(3) symmetry breaking to be nearly cancelled, so that the heavy quark mass dependence is unknown and the expected dependence on the light quark mass is not realized.Comment: 11 pages (LaTeX, 2 PS figures available upon request), MIT-CTP#216
